Property News in Funchal Madeira Island: Since January 2009 a total of 2,200 certificates have been issued on new constructions, apartments and single residential dwellings. The process of certification requires inspection by a qualified practitioner in ascertaining that the property conforms to the new regulations applicable by RCCTE/RSECE on energy efficiency on a scale of A-G and makes any required recommendations for improvement. All new constructions require a special declaration called D.C.R. for the construction licence to be issued. On newly built or existing property, a C.E. certificate is needed prior to property owners selling or renting their property. There are currently 45 experts available in Madeira providing this service to all property owners/landlords. The Portuguese government has announced a decrease this month on IMI Tax. In line with the current global economic recession this year, decreases on the calculation formula were approved. The adjustment reductions were calculated and based on the coefficients of localization and included the extension of some exemption periods.
