Property sales statistics for Madeira Island, Portugal mainland and the archipelago of Açores as revealed by the INE (NATIONAL INSTITUTE OF STATISTICS) and audited by the Ministry of Justice show a 16% decrease in the number of transactions concluded in 2009 when compared to 2008. 65% of all transactions were concluded by licenced Brokers/agents. Madeira Island, the hidden treasure in the middle of the Atlantic Ocean made global front line news on the 20th of February this year. The devastating series of mudslides and floods which ravaged the island although only striking 2% of the territory - mainly in the capital of Funchal, Ribeira Brava and some other smaller towns left many families homeless and some lost loved ones and possessions. This was a result of abnormally heavy rainfalls - a climate change which has not occurred in Madeira in 100 years. Cleaning up operations proceeded almost immediately after the catastrophe, thanks to quick response action taken by competent authorities at both local and national levels, in addition to EU support and within days essential services were restored and the status quo on the island almost entirely back to normal.
Current prevailing global economic conditions have also affected Madeira and a general marked decrease in demand for property on the island has been registered.

Property News in Funchal Madeira Island: Since January 2009 a total of 2,200 certificates have been issued on new constructions, apartments and single residential dwellings. The process of certification requires inspection by a qualified practitioner in ascertaining that the property conforms to the new regulations applicable by RCCTE/RSECE on energy efficiency on a scale of A-G and makes any required recommendations for improvement. All new constructions require a special declaration called D.C.R. for the construction licence to be issued. On newly built or existing property, a C.E. certificate is needed prior to property owners selling or renting their property. There are currently 45 experts available in Madeira providing this service to all property owners/landlords. Annual taxes on property, namely “IMI” (imposto municipal sobre imoveis), is calculated by the local municipality where the particular property is located. The Portuguese government has announced a decrease this month on IMI Tax. Every 3 years and after property owners’ objections and suggestions have been taken into consideration, adjustments are then made to this tax. In line with the current global economic recession this year, decreases on the calculation formula were approved. The adjustment reductions were calculated and based on the coefficients of localization and included the extension of some exemption periods. In most municipalities, there will be reductions and in some cases IMI will remain the same as for the past 3 years. Those who wish to purchase property in Madeira Portugal this year will benefit from this new reduction in IMI taxes.
